Średnie potęgi a wzrost Chin. Studium porównawcze polityki zagranicznej Australii i Filipin na przełomie drugiej i trzeciej dekady XXI w.
Streszczenie w języku polskim
Wzrost rywalizacji chińsko-amerykańskiej jest kluczową zmienną wpływającą na regionalne (na obszarze Indo-Pacyfiku) oraz globalne stosunki międzynarodowe. Konsekwencją tego procesu jest kształtowanie się dualistycznej i dwubiegunowej struktury międzynarodowej, skupionej wokół Stanów Zjednoczonych Ameryki i Chińskiej Republiki Ludowej. Rodzi ona daleko idące wyzwania strategiczne z perspektywy tzw. średnich potęg, które na obszarze Indo-Pacyfiku dążą do jak najlepszych relacji politycznych zarówno z USA, jak i ChRL. Celem niniejszej publikacji jest stworzenie studium porównawczego polityki zagranicznej dwóch średnich potęg: Australii oraz Filipin, po 2016 r. Wybór takiego studium wynika z podobnej sytuacji obu państw na arenie międzynarodowej: z jednej strony, są one od początku lat 50. XX w. traktatowymi sojusznikami z USA, z drugiej dążą do bliskich relacji gospodarczych z ChRL. Zarazem po 2016 r. oba państwa zaczęły realizować odmienne strategie polityczne: Filipiny w pierwszym okresie prezydentury Rodrigo Duterte prowadziły prochińską politykę, podczas gdy w tym czasie Australia w coraz większym stopniu dążyła do równoważenia zagrożenia chińskiego, zarówno na poziomie wewnętrznym, jak i na poziomie systemu międzynarodowego. Podstawowym celem artykułu jest identyfikacja tego, jakie czynniki na poziomie krajowego systemu politycznego spowodowały przyjęcie przez oba państwa odmiennych strategii oraz weryfikacja skuteczności ich realizacji w analizowanym okresie.
