Full Professor (Prof. Dr. Habil.), Head of the Chair of the Theory and Philosophy of Law, Director of the Institute of Legal Sciences at the Maria Curie-Skłodowska University (Lublin). In 2001–2013 he was the Judge of the Polish Supreme Administrative Court. Author of more than 330 publications (mostly in the field of legal interpretation, application of law, human rights, European integration and comparative law), from among about 50 have been published abroad (recent books: Precedent in the Judicial Process: Judges’ Perspective in a Comparative Approach, Lublin 2009; General Reference Clauses in the Judicial Process: Context of Legislative Intentions and Interpretative Discretion, Berlin 2021).
